The Property Industry Foundation has committed $250,000 of beneficiary funding to support a Salvation Army building project in Frankston, Victoria, providing four new townhouses and 10 bedrooms for at-risk youth aged 16-21 years old. Currently under construction, the project is due for completion in July 2025.
The housing project is considered an ‘Education Pathway Housing’ model, providing short-to-medium-term accommodation, where young people can re enter or continue their studies, undertake training, mentoring, family reunification services, life skills and therapeutic service.
The project would have been significantly delayed or cancelled without the support of the Foundation, says Dr James Aloni, Salvation Army’s Youth Services State Manager – Victoria. “The Property Industry Foundation’s focus on providing safe, secure housing for vulnerable young people aligns directly with the purpose of this property project,” says James. “These townhouses will provide stable housing for young people supporting them to complete their studies, gain employment, and transition to independent living. In similar models, 100% of young people maintained their housing exit, with many securing private rentals, reuniting with family, and progressing to further education. Over half gained part time employment, with some now working in youth and community services.”

Jim Dolkas, Head of Property Investment & Deal Origination, Wilbow Group, is assisting as an advisor to the project management team as required. “I was introduced to the project through my role on the Haven House Project Committee in Victoria. The Salvation Army do amazing work and advocacy in this space and it is very rewarding for me personally to be able to contribute, even in a small way, to the delivery of this project. It is tracking well with completion scheduled for July 2025.”
Simon Manley, a member of the Property Industry Foundation’s Beneficiary Review Committee, said the Frankston project stood out for its commitment to provide transitional accommodation for homeless youth in the Frankston area to continue their education and plan for a secure future. “The Salvation Army offers a lifeline to young people who are unable to stay in their current home for a variety of reasons – this project offers not just a place to call home, but also wraparound services such as pathways to education, training, life skills and appropriate therapy. For many young people, it will be a crucial step in their journey to independence and breaking the cycle of homelessness.”
